The streets of the City shall be divided into a right-of-way for vehicular traffic, and, where the Common Council so requires, a sidewalk on either or both sides thereof. The sidewalk shall be for the use of persons on foot and no person shall be allowed to encumber the same with boxes or other material herein, except as set forth below. (1975 Code Ch. 6 § I)
