It shall be prohibited for the city to provide municipal sewer services to any structure constructed after the effective date hereof which is constructed on prime farmland as identified by the United States department of agriculture, NRCS, if such structure would result in the land losing its prime farmland designation. This restriction shall not apply to those lands located within the city limits or to land adjacent to existing developed land which is being developed in accordance with any applicable city approved comprehensive plan.
