§ 5.5.13 FEDERAL, STATE OR OTHER AID FOR CAPITAL IMPROVEMENTS.
   If financial assistance is received from the federal government, state or other authority for improvements, and assessments are permitted by the assistance program, assessments shall be made in accordance with the provisions of this chapter and the assessment amount equal to the grant portion shall be placed in a capital construction fund.
