(A) At such time as the sewer facilities are available to the owners of property as described in § 51.05 of this chapter, the owner shall pay a connection fee in an amount as the Fiscal Court approves by of the Fiscal Court.
(B) Said connection fee shall be immediately due and payable 90 days after the date of the official notice specified in § 51.05 of this chapter, regardless if the connection is actually made.
