To make possible the cleaning of streets and removal of snow and ice, it shall be unlawful for the operator of any motor vehicle to park such motor vehicle between the hours of two o’clock (2:00) A.M. to six o’clock (6:00) A.M. in any of the following locations, except as regulated in section 7-4-5 of this chapter:
The paved portion of any roadway.
Any City owned or controlled park and parking lots, whether paved or unpaved.
