A Grantee, by acceptance of a Franchise, hereby agrees that the entire Cable System shall include equipment capable of providing three hours of standby power for the distribution system, with at least 12 hours of continuous power at the headend. The System shall incorporate safeguards necessary to prevent injury to linemen resulting from a standby generator powering a “dead” utility line.
