§ 5.28.160 SYSTEM DESIGN AND CONSTRUCTION SCHEDULE.
   A.   Coverage. The Grantee shall design and construct the Cable System in such a manner as to have the capability to service every Dwelling Unit, Multiple Dwelling Unit, building, business, school and public agency within the Service Area. Service shall be provided to Subscribers in accordance with the schedules and line extension policies specified in this Ordinance or the Franchise Agreement, if any.
   B.   Cable Casting Facilities and Channel Capacity. The Grantee shall provide sufficient bandwidth, cable casting facilities and channel capacity so as to provide at least 60 analog video channel, or 80 digital channels, throughout the Service Area.
   C.   System Construction Schedule. When the Grantee upgrades or rebuilds the Cable System, the Grantee shall provide a detailed construction or upgrade plan indicating progress schedules, area construction maps, test plan, and projected dates for adding service. In addition, the Grantee shall update this information on a monthly basis, by submitting a copy of its normal internal progress reports showing specifically whether schedules are being met and the reason for any delays.
   D.   Provision of Service. After service has been established by activating trunk and distribution cables for any area, the Grantee shall provide service to any requesting Subscriber within the Service Area within seven days from the date of the request.
