The director of the McHenry County law library is authorized to hire and replace allocated library personnel; shall enforce the rules and regulations as promulgated; shall be responsible for the daily maintenance and organization of the McHenry County law library; and shall, in addition, have primary responsibility and authority, subject to standing rules and regulations, for continuing operation of the McHenry County law library.
