It shall be the duty of all persons engaged in the business of the purchase or exchange of secondhand or antique jewelry, coins, watches, diamonds, or other precious stones, cutlery, old gold, silver, platinum or other precious metals (hereinafter referred in this subchapter as “dealer”) to maintain an account with Leads Online or a similar database (hereinafter “database”) as directed by the County Sheriff and enter a record of all purchases of all property effected or made by him or her.
