Every person buying or selling scrap material or secondhand articles on property, such as rags, jewelry, gold, silver or other precious metals, scrap iron, copper, zinc, bones, hides, feathers, furs,
wood, tin, paper, or anything having any salvage value, shall keep a record of purchase, shall make a bill of sale for each purchase, and shall make a report of anything purchased, when requested by the County Sheriff.
