In order to provide for the protection of public health, safety and welfare of its citizens, there is hereby created and established, under and pursuant to the provisions of KRS 76.231, a joint sewer agency (hereinafter “Agency”) to own, manage, control and operate regional comprehensive wastewater facilities within the county. The jurisdiction of the Agency shall include all of the county, including the City of Paducah and the City of Lone Oak.
