§ 31.04 SPORTS TOURISM COMMISSION.
   (A)   Withdrawal from Paducah-McCracken County Tourist and Convention Commission. Pursuant to KRS 91A.350(2) and Ky. Op. Atty. Gen. 15-007, the county shall withdraw from the Paducah- McCracken County Tourist and Convention Commission, effective August 21, 2019.
   (B)   Establishment of County Tourist and Convention Commission. Pursuant to KRS 91A.350(2) and KRS 91A.360, the County Fiscal Court hereby establishes a McCracken County Tourist and Convention Commission for the purpose of promoting and developing convention and tourist activities and facilities. The Commission shall be known as the McCracken County Sports Tourism Commission. Pursuant to KRS 91A.360, the County Sports Tourism Commission shall be composed of seven members, to be appointed in accordance with the County Administrative Code, and in a manner consistent with KRS 91A.360.
      (1)   Commissioners shall be appointed as follows:
         (a)   Consistent with KRS 91A.360(l)(a), three Commissioners shall be appointed to represent the local hotel and motel industry;
         (b)   Consistent with KRS 91A.360(l)(b), one Commissioner shall be appointed to represent the local restaurant business community;
         (c)   Consistent with KRS 91A.360(l)(c), one Commissioner shall be appointed to represent the local general commerce businesses;
         (d)   Two additional Commissioners shall be appointed by the County Judge Executive, with the approval of the County Fiscal Court, in a manner consistent with the County Administrative Code.
      (2)   The seven-person Commission shall elect from its membership a chairman and a treasurer, and may employ personnel and make contracts necessary to carry out the purpose of KRS 91A.350 to 91A.390.
      (3)   Pursuant to KRS 91A.390(l)(a), the County Fiscal Court shall annually approve a proposed budget and request for funds submitted by the County Sports Tourism Commission. The County Sports Tourism Commission shall submit a proposed annual budget and request for funding to the County Treasurer on or before March 1 of each year, to be approved or rejected by the County Fiscal Court during its budget preparation analysis for the subsequent fiscal year.
   (C)   Activities of the County Sports Tourism Commission.
      (1)   The County Sports Tourism Commission is authorized to undertake any activity permitted by statute; however, its primary focus shall be upon sports-related tourism.
      (2)   The activities of the County Sports Tourism Commission, along with its respective rights and duties in connection with tourism, convention and recreation activities within the geographic jurisdictional boundaries of the county, shall be memorialized by an interlocal cooperation agreement entered into pursuant to KRS 65.210 through 65.314, and comprised of the following parties: the City of Paducah; McCracken County, Kentucky; the Paducah Tourist and Convention Commission; the Paducah-McCracken County Convention Center, and the McCracken County Sports Tourism Commission.
