§ 95.01 PURPOSE AND FINDINGS.
   (A)   Purpose. It is the purpose of this chapter to regulate massage establishments in order to promote the health, safety and general welfare of the citizens of the county, and to establish reasonable and uniform regulations relating to massage establishments.
   (B)   Findings.
      (1)   Since the operation of a massage establishment primarily involves the physical manipulation of body parts, the actual business facility, the manner, and the time frame in which the business is operated present important public interest issues.
      (2)   The operation of a massage establishment requires compliance with local and state health regulations.
      (3)   In the operation of massage establishments, equipment may be used to perform certain manipulations on patrons. Therefore, the cleanliness and safety of the equipment and its operation presents an important public interest issue.
      (4)   The operation of a massage establishment requires physical contact between the employee and patrons. Hence, it is desirable in order to prevent the spread of communicable diseases to obtain a limited amount of information regarding employees.
      (5)   The City of Paducah, located within the geographical boundaries of the county, has in place a city ordinance dealing with the licensing and regulation of massage establishments and their employees.
      (6)   A reasonable licensing procedure is an appropriate mechanism by which to regulate massage establishments and their employees.
