§ 150.01  DEBRIS CONTROL; STRUCTURES.
   (A)   Any person constructing a new structure or, when deemed altering or repairing of any existing structures, shall commit to the Town Manager in writing to the maintenance and use of a covered debris container of 30 cubic yards, or other debris container as approved in writing by the Town Manager, which shall be located on the job site at all times construction is in progress. The person shall also commit in writing to the removal and replacement of the debris container when full, and shall not allow any debris to escape the particular job site in question.
   (B)   No one constructing a new structure or, when altering or repairing an existing structure, shall allow vehicles of any type to track onto, carry or transfer any debris, including mud or earth, onto the traveled portion of any street or alley within the town, and shall further erect erosion control barriers to prevent erosion of the construction site onto adjoining streets, alleys or property.
   (C)   The Town Manager, or his or her designated representative, including each and every member of the Town Police Department, is duly authorized to issue a citation of violation of the provisions of this section. The warning ticket shall include the following:
      (1)   Date;
      (2)   Address of property where violation is located;
      (3)   Name of violator;
      (4)   A reference that the citation is being issued for violation of this section by number;
      (5)   The amount of the fine assessed;
      (6)   The time, manner and location to pay the fine;
      (7)   Notice that each day is a new violation; and
      (8)   Name and phone number issuing the citation.
