All applications for permits to move structures into or within the city or its extraterritorial jurisdiction made pursuant to this subchapter shall be submitted to the City Council for review before issuance. Upon receipt of the application, the city shall, at least two weeks in advance of the hearing before the City Council thereon, post a written notice of the pendency of the application and the date of the hearing thereon, which notice shall be posted in a conspicuous place on the property to which the proposed structure is to be moved. The notice shall state the address or location of the structure sought to be moved. The City Council shall make its determination as to whether or not a permit should be granted using as criteria for judgment the items set forth in this subchapter.
