(A) There is hereby created and established a City Tree Advisory Board to be known as the "McCook Tree Advisory Board".
(B) The Tree Advisory Board shall consist of five members, citizens and residents of the city who shall be appointed by the Mayor upon ratification by the Council. The term of the five persons to be appointed by the Mayor shall be five years except that the term of two of the members appointed to the first Board shall be for only two years. All subsequent terms shall be five years in length. In the event that a vacancy shall occur during the term of any member, his successor shall be appointed in a manner provided for above for the unexpired portion of the members term. Members of the Advisory Board shall serve without compensation.
(C) It shall be the responsibility of the Advisory Board to study and investigate the tree stock and community forestry situation in the community. Findings of such study investigations shall be compiled into a report which shall be presented to the Council. Such report shall be reviewed from time to time and updated as the Advisory Board may deem necessary.
(D) Based on the findings in the report the Advisory Board shall develop a long range Community Forestry Program including regulatory as well as action elements. Such programs shall be presented to the Council and upon approval and adoption by the Council shall constitute the official Comprehensive Community Tree Plan for the City of McCook, Nebraska.
(E) The Advisory Board shall annually review and update, if needed, the Comprehensive Community Tree Plan. In addition, the Board shall prepare and present an annual work plan to the City Council in May of each year for their consideration in preparing the budget for the succeeding fiscal year. As a part of the annual work plan, the Board shall give a report on the status of the tree stock and community forestry situation in McCook.
(F) The Advisory Board when requested by the City Council shall consider, investigate, make findings, report and recommend upon any special matter of question coming within the scope of community forestry for the City of McCook, Nebraska, and its surrounding environs.
(G) The Advisory Board shall meet at least four times each year with an annual meeting being held in October at which the Board shall elect a chairman and vice-chairman, and a secretary for the Board. Such officers shall serve one year from the date at which they will take office in October at the annual meeting. The Advisory Board shall keep a record of its proceedings and business meeting. A majority of the members shall be a quorum sufficient for the transaction of business. In addition, the Advisory Board shall adopt such rules and regulations for conducting business as may be deemed appropriate.
