(A) It shall be unlawful for any person under the age of 17 years to loiter, idle, wander, stroll, or play in or upon the public streets, sidewalks, highways, roads, alleys, parks, public places and public buildings, places of amusement and entertainment, vacant lots, or other unsupervised places, or to ride in or upon, drive or otherwise operate any automobile, bicycle, or other vehicle, in, upon, over, or through the streets, alleys, or other public places of the city, between the hours of:
(1) 10:30 p.m. to 5:00 a.m. of the following day of all days of the week except on Friday and Saturday, and except that from June 1 to August 31 of each year, the hours shall be from 11:00 p.m. to 5:00 a.m. of the following day on all days of the week except on Friday and Saturday; and
(2) 12:01 a.m to 5:00 a.m. on each Saturday and Sunday, except that from June 1 to August 31 of each year the hours shall be from 12:30 a.m. to 5:00 a.m. on each Saturday and Sunday.
(B) These provisions shall apply unless such person is accompanied by a parent, guardian, or other adult person having the legal care and custody of the minor person, or unless the minor person is upon an emergency errand or legitimate business, directed by his or her parent, guardian, or legal custodian. This section does not apply to a minor who is:
(1) In a motor vehicle involved in interstate travel;
(2) Involved in an emergency;
(3) On the sidewalk abutting the minor's residence or abutting the residence of a next-door neighbor;
(4) Exercising First Amendment rights protected by the United States Constitution, such as the free exercise of religion, freedom of speech, and the right of assembly; or
(5) Married or had been married or had disabilities of minority removed in accordance with state law.
