No alarm system shall be activated or used except for the purpose of summoning Fire or Police Department personnel for emergency or life hazard situations. Without the prior express consent of the Fire or Police Department, alarm systems shall not be tested so as to transmit a signal to personnel of such Department when an emergency or life hazard situation does not exist.
