All exploration or development facilities within the city shall be surrounded by a sight-proof fence sufficiently high and properly built to keep persons and animals out of the enclosure. All gates shall be kept locked when authorized persons are not within the enclosure. Any producing well within 200 feet of an occupied dwelling, church, school, or government office shall install evergreen vegetation or landscaped earth beams completely around the well site, equipment, and fences of sufficient height to screen all structures from view. The vegetation on beams shall be kept in good condition and in an attractive state at all times.
