§ 116.03 WELLS PROHIBITED IN STREETS AND ALLEYS.

No well shall be drilled, and no permit shall be issued for any well to be drilled at any location within any of the streets or alleys of the city. No street or alley shall be blocked or closed by any drilling or production operation except upon the prior express written consent of the City Manager for a specified temporary period.
