It shall be unlawful for any person to own, operate, or participate in the removal of garbage for a fee until and unless the person has received a license from the governing body. Application for a license may be made at the office of the City Clerk upon a blank form supplied by the municipality. The application shall require all information and documents which the governing body deems necessary to determine whether or not to grant a license. If the governing body decides to grant the license, the City Clerk will issue to the applicant the license which will entitle him or her to collect, remove, and transport any garbage from commercial or industrial accounts for a fee in, over, or upon any street or public way in the municipality. No private firm shall collect from residential accounts within the municipality. Any license so issued shall be subject to revocation by the governing body after proper notice and a hearing if requested by the licensee. The licensee shall be liable for all bonds required by the governing body and shall pay the occupation as set by Council from time to time.
