The daily and/or annual registration permit fee for each itinerant merchant, peddler, or solicitor shall be as set forth in the city comprehensive fee schedule per day per person, and/or annually per person, for the calendar year beginning January 1 and ending December 31; the annual fee shall not be pro-rated.
