(A) It shall be unlawful for any person to haul and move any sand, gravel, dirt, trash, garbage, or debris of any kind or character over or along any of the streets or alleys of the city in any vehicle which does not have a tight bed or box.
(B) It shall further be unlawful for any person hauling and moving sand, gravel, dirt, trash, garbage, or debris of any kind or character to permit any of the sand, gravel, dirt, trash, garbage, or debris to fall or drop from the vehicle in which it is being moved, upon any of the streets of the city.
