The Director of Finance shall be the Treasurer of the city. Under the direction of the City Manager, he or she shall have general charge, direction, and control over all work and activities of the Finance Department including the duties of Treasurer as described in this code. The Director of Finance shall also assist department heads in determining annual expenditure requirements, assist the City Manager in the preparation of the budget, long-range planning, all personnel changes, promotions, and disciplinary actions.
