The City Manager shall certify to the Council as to all sidewalks laid, widened, or rebuilt, and the cost of same to be levied against each adjacent lot or piece of ground, and as to other facts as may be necessary to enable it to make the proper levy. He or she shall also certify as to when the walks have been accepted, or what action he or she has taken thereon.
