In case any owner of a lot or piece of land within the city, under notice given or otherwise, shall construct a sidewalk in violation of this chapter, the Public Works Director may stop the work of the construction and order the same to be constructed in accordance with this chapter and the work already done to be changed, and on the failure of the owner to change any work, the Public Works Director shall forthwith change the work and the expense of the change shall be assessed and taxed to the lot and collected as provided by law.
