§ 94.06 SIDEWALK CONSTRUCTION SPECIFICATIONS.
   (A)   All concrete sidewalks shall be laid upon a four-inch bed or foundation of well compacted gravel, coal, cinders, or well-tamped dirt, having a covering of at least one inch of sand and having an inclination toward the gutter of one inch to each five feet in width. All sidewalks shall conform to the specifications adopted by the city as to the quality of work and materials. The whole work of grading and laying any sidewalk, whether done by the city, or by the owner of the respective lot, lots, or parcels of land abutting upon the same, shall be done under the supervision of the City Manager or the Public Works Director and subject to their approval. All sidewalks shall conform to the grade, where established, and on streets where no grade is established, then on a grade established by the Public Works Director with relation to the particular points between which the sidewalk is to be built. The Director shall establish grades on streets where the same have not yet been run. Sidewalks shall be built on a grade or level as near as possible to the grade or level of the surface of the ground. When ordered by the Council, any property owner shall rebuild or reconstruct his or her sidewalk to conform to the grade thus established.
   (B)   All sidewalks which shall be constructed, reconstructed or replaced after the effective date of this chapter shall be made of concrete. Whenever any person shall desire to repair any now existing sidewalk constructed with any other material than is prescribed, he or she shall secure a permit to do so from the City Manager before the work shall be undertaken. In no case shall a permit be granted where the amount of repairs in the aggregate exceeds one-third of the running feet in the walk.
