It shall be unlawful for the occupant of any lot or the owner of any vacant lot within the city to permit snow, sleet, mud, ice, or any other substance to accumulate on the sidewalk contiguous thereto, or to permit any hard-trodden snow, ice or mud to remain upon such sidewalk. The owner or occupant of any property within the city zoned residentially shall be required to clean the sidewalk within 24 hours after the cessation of any snow or sleet storm. The owner or occupant with any property within the city zoned commercially shall be required to clean sidewalks adjacent to the property by 10:00 a.m. of the morning immediately following the cessation of any snow or sleet storm.
