Any person, firm, or corporation storing or keeping for any period of time, dynamite, gunpowder, nitroglycerine, or other high explosives, or any form of poisonous or flammable gases or liquefied petroleum gases within the city shall register the information with the City Clerk prior to bringing the gases or explosives in the city. The Clerk shall provide the information to the City Fire Chief who shall grant or deny permission to bring the materials into the city. Transfer of gases or explosives to another individual within the city shall require the individual receiving the gases or explosives to register and receive permission to transfer the gases or explosives. This section shall not apply to the storage of five gallons or less of gasoline.
