It shall be unlawful for any person to obstruct the use of a fire hydrant, or have or place any obstruction within six feet of, or to park any vehicle within 15 feet of, the hydrant. Any vehicle or obstruction may be immediately removed by the Fire Chief, or any other officer in charge, or any member of the Fire Department, at the risk, cost, and expense of the owner or claimant.
