§ 91.04 INSPECTIONS.
   (A)   The Fire Chief shall inspect, or cause to be inspected, all new buildings that may be erected, before the buildings are plastered. The owner of every new building shall report to the Fire Chief when the building shall be ready for inspection; provided, however, that by resolution of the City Council, this duty may be assigned to the City Inspector.

   (B)   It shall be the duty of the Fire Chief, or the City Inspector, when directed to do so by the City Council, to inspect or cause to be inspected by the Fire Department officers, members or some officer of the city chosen by the Council, as often as may be necessary, but not less than once a year in outlying districts and two times a year in the closely built portions of the city, all buildings, premises and public thoroughfares, except the interiors of private dwellings, for the purpose of ascertaining and causing to be corrected any conditions liable to cause fire, or any violations of the provisions of this code or the provisions or intent of any other ordinance affecting the fire hazard.
