§ 90.21 RUNNING AT LARGE DECLARED A PUBLIC NUISANCE.
   All dogs, cats, and/or hybrid animals found running at large upon the streets and public grounds of the city are hereby declared a public nuisance. Dogs, cats, and/or hybrid animals found running at large may be destroyed or impounded in the Municipal Dog Shelter by the Police Department.
