(A) (1) The City Council may designate, by resolution or motion, freight loading zones and passenger loading zones at its discretion. The zones shall be properly marked.
(2) No person shall stop, stand, or park a vehicle in a freight loading zone for any purpose or length of time other than for the expeditious unloading and delivery or pickup and loading of materials in the zones during the hours when the provision applicable to the zones are in effect. No person shall stop or park any vehicle, for any purpose, in any freight loading zone in excess of 20 minutes. The driver of a passenger vehicle may stop temporarily at a place marked as a freight loading zone for the purpose of, and while actually engaged in, loading or unloading passengers when the stopping does not interfere with any motor vehicle used for the transportation of materials which is waiting to enter or about to enter the zone. In no case shall any passenger vehicle stop in a freight loading zone for more than five minutes and in no case shall any passenger vehicle be left in any freight loading zone without a driver in attendance.
(3) No person shall stop, stand, or park any vehicle in a passenger loading zone for any purpose or length of time other than for the expeditious loading or unloading of passengers. No person shall stop or park any vehicle, for any purpose, in any passenger loading zone in excess of ten minutes.

(B) Except as otherwise provided in this section, no person shall stop, stand, or park a vehicle on the roadway side of any vehicle stopped or parked at the edge or curb of the street or in any traffic lane, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer or traffic-control device.

(C) No vehicle shall remain backed up to any curb except while it is actually loading or unloading and in no case longer than the actual loading or unloading requires.
