The President of the Council shall preside over the Council, and have a voice and vote in its proceedings but no veto. He or she shall be recognized as the official head of the city for all ceremonial purposes, by the courts for the purpose of serving civil process, and by the Governor for military purposes. In addition, he or she shall exercise any other powers and perform any duties not inconsistent with the provisions of Neb. RS Chapter 19, Article 6, as are conferred upon the Mayor of the city.
