A Fire Department is hereby created and shall consist of the Fire Chief and other personnel positions as the City Council shall determine from time to time. The compensation of the members of the Fire Department shall be as may be fixed by the City Council. The Fire Chief and all members of the Fire Department shall be appointed and removed by the City Manager. The Fire Chief and members of the Fire Department shall be subject to the control of the City Manager.
