Water rents shall be due and payable on the date that the water bills are tendered to the customer. Rents or rates for building and other special purposes shall be payable upon demand. The owner of rented premises will in all cases be held primarily responsible for charges for water used on premises which are owned by the owner, whether the water was consumed by himself or herself or others, provided that water rents at the premises are in arrears.
