It shall be unlawful for any plumber or pipefitter to do any work upon any of the pipes or appurtenances of the system of water works, or to make any connection with or extension of the supply pipes of any consumer taking water from the system until the plumber or pipefitter shall have first procured a license or permit from the municipality. All plumbing shall be done in the manner required by the Utilities Director and Building Inspector. The licensed plumber shall be at all times subject to the inspection and approval of the Utilities Director and/or Building Inspector and it shall be further unlawful to cover or conceal willfully any defective or unsatisfactory plumbing work.
