The city shall in no manner be liable for any damages caused by the shutting off of the supply of water from any consumer while the water system or any part thereof is undergoing repairs, or for damages caused by the freezing of the water main or the breaking of any pipe or service cock, or by a shortage of water due to accident, or by circumstances over which the city has not control or by an act of God.
