Bills for sewer use charges pursuant to this chapter shall be rendered at the same time that bills are rendered for water service, and all sewer use charges levied by this chapter which are not paid at or before water service charges are required to be paid, shall be deemed to be delinquent and the water service of the user may be discontinued.
