§ 35.033 PARKS ADVISORY BOARD.
   (A)   There is hereby created a City Parks Advisory Board to be known as the "McCook Parks Advisory Board".
   (B)   The Parks Advisory Board shall consist of five members, who shall be appointed by the Mayor with the consent of the City Council. Members shall serve for a period of three years from and after the date of their appointment, provided that initial terms shall be shortened in order to provide for staggered terms with one term ending at the end of the first year, two terms ending at the end of the second year, and two terms ending at the end of the third year. Members shall be appointed from among the citizens at large of the city; provided, no member of the City Council shall be eligible for membership on the Board while holding the office of Council member.
   (C)   No compensation shall be paid to any members of the Parks Advisory Board. Members of the Parks Advisory Board may be removed from their office by the Mayor with the consent of the City Council as may be deemed necessary and appropriate. Vacancies on the Parks Advisory Board occurring otherwise than by expiration of term shall be filled for the unexpired term by the Mayor with the consent of the City Council.
   (D)   The Parks Advisory Board shall meet in April of each year, and at other times as the Board by its own rules shall determine. A majority of the Board members shall constitute a quorum for the purpose of conducting business. All meetings shall be publicly advertised and open to the public.
   (E)   At its annual April meeting, the Parks Advisory Board shall elect a Chairperson and a Vice-Chairperson from among its members to serve in that capacity for the following year. The Public Works Director, or his or her designee, shall be ex-officio the Secretary of the Board, but shall not be a member of the Board. The Secretary shall keep a true and complete record of the proceedings of the Board, and shall file same with the City Clerk. All officers and members may succeed themselves upon appropriate appointment or election. The Board may adopt rules and governing procedures for the transaction of business as may be deemed necessary and appropriate.
   (F)   The Parks Advisory Board shall consider all matters concerning the city's parks and recreational facilities referred to it by the City Council or the City Manager. The Board shall review the matters and make studies as they may deem necessary and appropriate and shall tender recommendations to the originator of the request. The matters may include, but are not limited to, matters concerning future parkland acquisition and development, rules and regulations for use of the parks and recreational facilities, and maintenance and operational considerations. Each year, on or before June 1, the Parks Advisory Board shall submit to the Mayor and City Council a report on the status of the parks and associated recreational facilities.
   (G)   The Parks Advisory Board shall have no authority to enter into financial obligations or expend funds of any kind, but the city may provide funds for use by the Board as it shall deem necessary and appropriate.
