§ 154.191 LARGE-SCALE DEVELOPMENTS.
   (A)   The standards and requirements of these regulations may be modified in the case of large-scale developments when the Planning and Zoning Board finds that a plan and program for a new neighborhood unit provides adequate public spaces and improvements for the circulation, recreation, light, air and public utilities service needs of the tract when fully developed and which also provides such covenants or other legal provisions as will assure conformity and achievement of the plan.
   (B)   Alternative construction methods, design standards and required improvements may be approved by the Planning and Zoning Board and Village Board if such methods, improvements and design features are proven to be comparable to the requirements of this chapter in every respect. For the purpose of securing professional advice and additional reaction to such requested exceptions, the Planning and Zoning Board may forward copies to appropriate government agencies.
