§ 154.134 PRELIMINARY PLAT; DISPOSITION.
   (A)   The Planning and Zoning Board shall, within 90 days from the date of application or the filing by the applicant of the last item of required supporting data, whichever date is later, unless such time is extended by mutual consent, approve the preliminary plat; approve with conditions of approval listed; disapprove the plat; or approve it with modifications, noting thereon any changes that will be required. One copy shall be returned to the subdivider with the date of the approval or disapproval, and the reasons therefor accompanying the plat.
   (B)   If the preliminary plat as originally submitted, or as changed or modified as required by the Planning and Zoning Board, meets the requirements of this chapter, the Planning and Zoning Board shall give it approval, and a statement in the following form shall be duly executed by the Chairperson of the Village Planning and Zoning Board and attested to by the Secretary of the Village Planning and Zoning Board:
VILLAGE OF MAZON PLANNING AND ZONING BOARD APPROVAL: I,                          , Chairperson of the Planning and Zoning Board of the Village of Mazon, County of Grundy, State of Illinois, hereby certify that the said Commission has duly approved the PRELIMINARY PLAT OF                                , attached hereto on the                           day of                          , 20      .

The preliminary plat shall then be referred to the Village Board for approval. If such plat is approved by the Planning and Zoning Board, the Village Board shall accept or reject the plat within 30 days after its next regularly stated meeting following the actions of the Planning and Zoning Board. If the preliminary plat is disapproved, objections to it shall be noted, and it shall be returned to the Planning and Zoning Board; if it is approved, the President shall ask the Village Clerk to attach a statement in the following form:
PRESIDENT AND VILLAGE BOARD of the Village of Mazon, County of Grundy, State of Illinois hereby certify that the said Board has duly approved the PRELIMINARY PLAT of                         attached hereto on the                           day of                          , 20     .

   (C)   The preliminary plat shall then be returned to the subdivider for compliance with final approval requirements.
   (D)   Approval by the Village Board shall give the applicant the following rights for a 12-month period from the date of approval.
      (1)   The general terms and conditions under which the approval was granted will not be changed by the village.
      (2)   The applicant may submit on or before the expiration date the whole or any logical part of the approved preliminary plat for final approval.
