For reasons of health and sanitation, the density of residential subdivisions shall be directly related to the availability of public water and sewer service. Residential lot sizes, regardless of jurisdictional boundary, shall meet the minimum requirements hereinafter established and shall comply with the rules and regulations of the State Department of Public Health and the State Environmental Protection Agency.
