(A) Alleys shall be provided in all business, commercial and industrial districts, except that the Planning and Zoning Board may waive this requirement where other definite and suitable provision is made for service access such as off-street loading and parking, consistent with and adequate for the uses proposed, and in accordance with the provision of the Village Zoning Code.
(B) The width of alleys shall not be less than 24 feet.
(C) Dead-end alleys are prohibited except under very unusual circumstances; and crooked and T alleys shall be discouraged. Where dead-end alleys are unavoidable, they shall be provided with adequate turnaround facilities at the dead end.
(D) Alleys shall not be approved in residential subdivisions of a density less than seven dwelling units per acre. Where deemed necessary for access to off-street parking or loading areas for municipal services, alleys may be approved in higher density subdivisions.
