Street lights shall be installed to illuminate all roadways and sidewalk surfaces in accordance with design and specification standards approved by the Village Engineer. Such street lighting system shall be installed within two years after the date of approval of the final plat by the Village Board, or in the event 50% of the lots are built upon, whichever is less. The Village Board may extend the time by six months if 50% of the lots have not been built upon. Location, type and method of installation of street lights shall be in accordance with standards and specifications recommended by the Planning and Zoning Board and approved by the Village Board. The total cost of lighting and installation shall be the responsibility of the developer.
