The bed for the roadways in the street rights-of-way shall be graded to subgrade, and the village shall inspect and approve the sub-base prior to the installation of the roadway stabilization fabric as required herein. The cost of engineering and inspection, determined on the basis of time devoted to the project at the usual and customary rate of the Village Engineer, shall be charged to the developer. The grade of major streets shall not exceed 6% unless necessitated by exceptional topography and approved by the Planning and Zoning and Board. The grade of all other streets shall not exceed 10%. The minimum grade of all streets shall be 0.4%.
