No person shall consume or have in his or her possession any alcoholic liquor while in any municipal park in the village except as provided hereunder. Possession or consumption of alcoholic liquor within any municipal park shall be permitted only upon issuance of a permit therefor by the Liquor Control Commission. Such permit shall contain the signatures of two members of the Liquor Control Commission. Application for such permit must be made not less than ten days in advance of the date for which the permit is requested. No permit shall be issued for any day on which a community sponsored family activity is scheduled to be held in the municipal park.
