It shall be unlawful for any person in any room, saloon, inn, tavern, shed, barbershop, store, booth or building or enclosure or any part thereof, to operate, keep, own, rent or use any billiard table, pool table, bagatelle table, pigeon hole table, tape or slot machine, punch board or any other device upon which money is staked or hazarded or into which money is played or paid upon chance, or upon the result of the action of which money or other valuable thing is staked, bet, hazarded, won or lost.
