(A) The Police Department of the said village shall consist of the Chief of Police and such other officers as the Village Board shall from time to time deem necessary to appoint.
(B) By this section the offices of the Chief of Police and police officer are hereby created and established in the said village. Officers to fill such of the offices as may be required or deemed necessary may be appointed, bonds and compensation fixed, by the President of the Village Board, subject to the approval of a majority of the Board of Trustees, authorized to be selected, such vote to be taken by yeas and nays and entered of record.
(C) The Trustees of the Village Board shall be, by this section, constituted and authorized conservators of the peace. They shall have power to arrest or cause to be arrested, all persons who shall break the peace, or be found violating any ordinance of the said village, or any criminal law of the state, commit for examination and, if necessary, detain such persons in custody over night or Sunday in the watch house or any other safe place, or until they can be brought before the proper magistrate, and shall have and exercise such other powers as conservators of the peace as the Village Board may prescribe.
(D) The Chief of Police and police officer, shall have a power and it shall be his or her duty, when any criminal offense or breach of peace is committed and any person or persons who shall be found violating any village ordinance, to forthwith apprehend the offender or offenders.
(E) Should the said village require the services temporarily or otherwise of more than one peace officer or police officer, the one first employed shall be designated Chief of Police and his or her duties shall be such as are usually given to a police officer of that rank.
(F) The police officers or peace officer of the said village, whenever it becomes necessary, may call upon any able-bodied male person or persons above the age of 21 years, to aid him, her or them in arresting or taking into custody any person or persons guilty of having committed any unlawful act. Whosoever shall refuse or neglect to give such aid or assistance when so requested shall be subject to a penalty as set forth in § 31.99.
