It shall be unlawful to permit any dog or cat to run at large within the corporate limits of the village. Any dog or cat found upon any public street, sidewalk, alley, parkway or any unenclosed place shall be deemed running at large, unless such dog or cat is on a leash and under the control of its master or owner.
